How do I get bluetooth to work on my laptop? PLZ HLP.?

How do i get bluetooth to work on my laptop. I have an ACER 5532 and it has the bluetooth icon but i dont know where to go at to use it. I want to use this so i can transfer files to my samsung phone. PLZ i need hlp!
