Yes, spinning is lying! Putting a spin i.e. retelling the story to suite your agenda is all out lying regardless of whether its done with the best of intentions or the worst. Lying is lying, there is no little fib and big lie, would you rather drink crap from a wooden cup or a golden chalice? Politicians need to start telling the truth, if they are crazy and believe that we should drown puppies, and that's the way they really feel they should be honest and just say it, not make up crap to get votes. Cause in the end, if you get elected but have lost your soul for it, what does it matter?
