Isolated power cut to my flat?

Any ideas? my internal fuse box - all trips are up, no problems there. Main circuit switch in meter reading cupboard is down (all other flats are up) but the switch will not go back to the "ON" position. I have turned off and unplugged EVERYTHING in my flat and still nothing! im so jealous everyone else has electric, but not me, boo hoo. What could it be? I have called N Power and apparently there is a supply so why wont it work? thanks
